The city of Arvin Wastewater Treatment Plant consists of three ponds. The proposed maintenance and improvements are proposed for Pond #3. The maintenance and improvements to the Wastewater Treatment Plant Effluent Pond #3 will include installation of HOPE Liner and re-compaction of existing soil, install liner trench anchors, excavate, and install pond piping and inlet structure as well as an outlet structure, and install sump with submersible sump pump station. Purpose and Beneficiaries of Project: The maintenance and improvements to the existing Pond #3 is to ensure continued efficient operations in the treatment of effluents for the City of Arvin residents. This action will support the goal of the City Council in ensuring operations of city facilities are maintained, efficient and cost effective.

Reasons for Exemption
The Wastewater Treatment Plant Effluent Pond #3 Maintenance and Improvements meets the exemption criteria pursuant to California Environmental Quality Act (CEQA) Guidelines, Chapter 18.04 CEQA Implementation and Environmental Clearance and Resolution No. 2022-08 CEQA Implementation Guidelines. Pursuant to Title 14 of the California Code of Regulations, Sections 15061 (b) (2) and (b)(3), that this project is exempt from the requirements of the California Environmental Quality Act (CEQA) in that it is not a project which has the potential for causing a significant effect on the environment. This project and the associated project approvals are exempt from review under the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines Section 15061 (b)(2) and (3) because it can be seen with certainty that there is no possibility that it will have a significant effect on the environment, as the proposed project is merely maintenance and minor improvements to ensure efficient operation of the existing wastewater treatment plant and allows the operations of the facility to be consistent with the existing General Plan and existing zoning. In addition, the project is exempt pursuant to Section 15301, Class 1 (Existing Facilities), subsections (b) and (d) as the project is the maintenance and improvements to existing Wastewater Treatment Plant Pond #3 which consists of the operation, repair, maintenance, and minor alteration of existing w~stewater treatment plant, P~md #3, which involve negligible or no expansion of exis~ing wastewater treatment fc!cility at the time of the City's determination. " The project is also not located next to any scenic highway or resources, nor is located on a hazardous waste site which is included on any list compiled pursuant to Section 65962.5 of the Government Code. Finally, there are no structures on the site that could qualify as historical resources. The project will not have a significant adverse impact on a historic resource.
