Document Description
The proposed project is a temporary Low Barrier Navigation Center (LBNC) in compliance with California Government Code Sections 65660 and 65662, consisting of 20 metal-framed, single-room shelter units for persons experiencing homelessness, two office units for LBNC casework and security, two restroom and shower trailers connected to sewer and water, a dining tent, and a garbage and recycling area. A fenced dog area and small garden area will be located at the rear (west) of the parcel. Onsite staffing will be provided 24-hours a day by two onsite managers, three caseworkers and one 24-hour security personnel. Client services, including casework, will be provided onsite in the office units. The uses listed above will occur on an existing 0.62 acre parcel. The LBNC is planned as an interim temporary use for the site in advance of the construction of a permanent facility, which is anticipated to provide permanent supportive housing and services. The permanent facility is not included in this permit and will require a separate entitlement process.

Reasons for Exemption
The proposed project is statutorily exempt as a ministerial use from the provisions of the California Environmental Quality Act pursuant to CEQA Guidelines Section 15268. Government Code § 65660 provides for Low Barrier Navigation Centers (LBNC) and specifies that an LBNC is a use by right, which has the same definition used in Government Code § Section 65583.2(i) that states local government review may not require a conditional use permit or other discretionary local government review or approval that would constitute a “project” for purposes of Division 13 (commencing with Section 21000) of the Public Resources Code.
