Document Description
LADWP proposes to replace the existing manual gates at the LADWP Dry Canyon facility entrances with two automatic gates. The existing perimeter chain-link fence along the southern property line will be replaced with a more secure seven-foot-tall metal picket fence. To support the proposed automatic gates and the associated badge readers, an electrical conduit will be trenched and run from the eastern gate to the western gate. The trench will be 3 feet wide, up to 6 feet deep, and approximately 70 feet long. Once the conduits are placed, they will be encased in concrete and the trench will be backfilled with excavated soil. Construction is predicted to start in spring 2023, and take approximately 30 days to complete.

Reasons for Exemption
In accordance with the California Environmental Quality Act, this project is Categorically Exempt from CEQA review pursuant to sections 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and 15304 (Minor Alterations to Land). Section 15301, Class 1 consists of the operation repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use. Section 15302, Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Section 15304, Class 4 consists of minor public or private alterations in the condition of the land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes, including minor trenching and backfilling where the surface is restored. The proposed project meets the requirements of these exemptions; therefore, no further CEQA review is required.
