This is an addendum to the previously adopted NOE for the McGowan Parkway Widening Project which includes widening and improving approximately 0.8 miles of McGowan Parkway in Olivehurst, CA – from Powerline Road to CA State Route 65 (Project Area). This addendum includes Olivehurst Public Utility District (OPUD), which will install sewer and water mains within the scope of the McGowan Parkway Widening project. The project will be located entirely within the existing right of way.

Reasons for Exemption
The project is exempt pursuant to Section 15301(c) of the California Environmental Quality Act (Existing Facilities) Section 15301 exempts projects that involve existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities as long as the project involves negligible or no expansion of the existing use. The Yuba County McGowan Parkway Widening Project will occur on an existing road and project would not expand the capacity of the road; rather it would allow for modernization and safety improvements. Barnett Environment performed an environmental review of the project site and determined that there were no jurisdictional wetlands and a low potential of any special status species being affected by the project. Based on the Barnett Environmental’s fieldwork and report of the project site and the nature that the road is an existing road in an urban area, Yuba County Planning has determined that the project would meet the requirements of CEQA Exemption Section 15301(c).
