Document Description
On January 30th, 2024, the Los Angeles County (County) Board of Supervisors certified the Final Program Environmental Impact Report (FEIR) prepared for the East San Gabriel Valley Area Plan (ESGVAP or Project) and unanimously indicated its intent to approve the Project. Thereafter, on May 21, 2024, the County Board of Supervisors adopted the General Plan Amendment, Zone Change, and ESGVAP Ordinance for the Project. Adoption of the ESGVAP and ordinance amended the County General Plan and established the ESGVAP with an updated Land Use Policy map for the 24 unincorporated communities of the East San Gabriel Valley (ESGV) Planning Area and amended Title 22 (Planning and Zoning) of the Los Angeles County Code to establish the ordinance and updated zone changes. The Board of Supervisors found the ESGVAP and accompanying land use policy map, zone changes, and ordinance consistent with the goals and policies of the County General Plan and the applicable provisions of Title 22. There were no substantive changes, additions, and/or modifications to the Project since the public hearing on January 30, 2024. The ESGVAP is a community-based plan to enhance, guide, and support the long-term growth, development, and maintenance of 24 unincorporated communities in the East San Gabriel Valley (ESGV) planning area. The Project is an extension of the Los Angeles County General Plan that focuses on the unique characteristics and needs of local communities. The ESGVAP consists of 6 elements (Land Use Element, Economic Development Element, Community Character and Design Element, Natural Resources and Conservation Element, Mobility Element, Parks and Recreation Element) and 15 community specific chapters. The ESGVAP has both area-wide goals, policies, and implementation actions and community-specific goals, policies, and implementation actions. The Project includes changes to land use and zoning designations to accommodate growth near major transit stops and corridors, implement the housing element, bring zoning, land use policy and existing use into consistency, and conserve natural resources, which in turn require changes to zoning and land use maps. The Project also includes an ordinance with new area wide standards and updates the corresponding maps. In addition, the Project includes updates to the zoning map to clarify the applicability of the Green Zones Program.
