The County of Santa Barbara’s (County’s) Orcutt Community Plan (1997) identifies the project site as “Key Site 26 (Richards).” This key site is designated for residential and commercial development. The project site consists of undeveloped land that is predominantly flat, with some gentle downward sloping from east to west. Vegetation on the site can be characterized as mostly non-native annual grassland habitat, with two patches of disturbed coastal scrub and strands of non-native eucalyptus and ornamental trees. Historically, the project site was developed with a residential structure in the southwest corner of the site; however, the home and all accessory buildings were demolished by 2010.
