Document Description
The March Joint Powers Authority (MJPA), the March Inland Port Airport Authority (MIPAA), the Riverside County Flood Control and Water Conservation District (RCFCD) wish to enter into a Cooperative Reimbursement Agreement (Agreement), to work collaboratively to expedite the completion of the Perris Valley Flood Control & Drainage Project, Lateral B Project, Stage 4. The MJPA, MIPAA and RCFCD, mutually recognize that the Lateral B Project, Stage 4, is vital to the completion of the entire Perris Valley Flood Control & Drainage Project, Lateral B Project, which has been planned and will be constructed by the RCFCD to accommodate the development changes on MJPA controlled property and to ensure the future United States Air Force (USAF) mission at the March Air Reserve Base. The Project will provide necessary flood control and drainage to the area, comprised of former MARB property controlled by the MJPA and MARB property.

Reasons for Exemption
The Agreement merely sets forth the anticipated roles of the Parties with respect to funding, design and construction, ownership, operation and maintenance for Stage 4. The Agreement does not allow for any construction or development of the system until after: 1) the CEQA and NEPA processes are complete, and 2) the required authorizations are obtained. Therefore, it can be seen with certainty that there is no possibility that the execution of the Agreement in question may have a significant effect on the environment. The proposed Project is consistent with this exemption and therefore, no further action is required under CEQA (Section 15061, (b)(3) of the State CEQA Guidelines)
