Document Description
The City of San Carlos (Lead Agency) is updating the Housing and Safety Elements of the San Carlos General Plan according to the requirements of Gov. Code section 65302(c) and 65302(g). The updated Housing Element will reflect the City's new Regional Housing Needs Allocation (RHNA) of 2,735 housing units and will cover the time period of 2023-2031. The City is also updating the General Plan Safety Element to address climate change resiliency as required by SB 379. While the Housing and Safety elements are the primary subject of the Focused General Plan Update, the Land Use, Circulation and Scenic Highway, Environmental Management, and Noise Elements must be revised to ensure General Plan consistency, as required by State law. In addition, the City is proposing specific amendments to Title 18 of the San Carlos Municipal code (Zoning Ordinance) and amendments to San Carlos Zoning Map to remain consistent with the Focused General Plan Update and enact the new Housing Element.
