Document Description
On December 31, 2016, ACWD submitted an Alternative to a Groundwater Sustainability Plan (Alternative) which was subsequently approved by the California Department of Water Resources (DWR) on July 17, 2019. At least every five years and whenever it's amended, ACWD must evaluate its Alternative and provide a written assessment to DWR. The Alternative Update is not a plan amendment but is a written assessment that describes and provides an update on ACWD's groundwater management efforts which ensure sustainable groundwater management of the groundwater basin.

Submitting an Alternative to a Groundwater Sustainability Plan is expressly exempt from the California Environmental Quality Act (CEQA) pursuant to California Water Code Section 10728.6, is categorically exempt from CEQA pursuant to Sections 15307 and 15308 of the CEQA Guidelines as an action taken by a regulatory agency as authorized by state law to assure the maintenance, restoration, or enhancement of a natural resource or protection of the environment where the regulatory process involves procedures for the protection of the environment, and could not result in reasonably foreseeable direct or indirect physical change in the environment. As a result, ACWD's submittal of an Alternative Update continues existing conditions and uses and does not result in a change in management and sustainability of groundwater resources
