Document Description
The City action is the purchase of 601 Piezzl Road property from the County of Sonoma. The 2,000 square foot property qualifies as "exempt surplus property" pursuant to Government Code Section 54221(f)(1)(D) for purposes of being conveyed to another local public agency for that agency'_s use, in this case City,. for City's use. Pursuant to an agreement between the City and County of Sonoma executed in 1984, the County constructed and Installed a sewer system with sewer mains and related improvements on the Property for the benefit of the Wlllowsides Estates Sewer Improvement District No. 1 in the vicinity of the Santa Rosa Golf and Country Club. The City has maintained and operated the sewer systems since that time. When the County approached the City to further document the continued use of the lift station, the City elected to purchase instead of license the land. The purchase of the Property from the County by the City will permit the City to continue providing sewer related services to the community.

Reasons for Exemption
The purchase of the Property is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15312 and Section 15301. Specifically, the project consists of the sale of surplus government property and would result In the continued operation of the existing sewer lift station, involving negligible or no expansion of the existing use. The Property is not located in an area of statewide, regional, or areawide concern identified in Section 15206(b)(4). None of the general exceptions enumerated In CEQA Guidelines Section 15300.2 apply to the purchase of the Property. The purchase is also exempt pursuant to the common sense exemption in CEQA Guidelines Section 15061(b)(3). The Notice of Exemption is filed pursuant to the provisions of Section 15062 of the State CEQA Guidelines.
