G3 Development proposes to construct a 1 0-unit multi-family development on a 0.52-acre site, located at the northwest corner of East Merced and N. 4th Streets (APNs: 343-143-10 & 1 1). The site is planned HDR (High Density Residential) and zoned R-1-7 (singe family residential). The applicant has proposed to rezone the site to FBC (Form Based Code, allowing the development of the site to occur to the development standards prescribed under this zone district. Multi-family residential uses are conditionally allowed within the FBC zone district, reguiring the approval of a Conditional Use Permit. Conditional Use Permits also reguire the approval of a Site Plan Review by the City. The site plan submitted as a part of the Project proposes the construction of a 4-plex and a 6-plex, a central courtyard, and alley-loaded gated parking. The 4-plex would have a total floor area of 6,080 sguare feet and would contain three 3-bedroom units and one 2-bedroom unit. The 6-plex would have a total floor area of 7,447 sguare feet and would contain two 3-bedroom units and four 2-bedroom units. The Project is consistent with the General Plan and General Plan EIR, adopted in April of 2023 (SCH 2021110053). Pursuant to Public Resources Code Section 21094.5 and California Environmental Quality Act (CEQA) Guidelines Section 15183.3 no further environmental review is reguired and an NOD for the Project may be filed.
