Document Description
The proposed project replaces existing primary and secondary constant speed chillers with new variable speed chillers. Work will include replacement of existing cooling tower fan assemblies, variable frequency drives, distribution nozzles, fill/wet deck surface media, vibration cutoff switches, as well as refrigerant exhaust fan. Existing piping, ductwork, structural supports and hangers, and electrical systems will be retrofit. Most work will be interior to the Chilled Water Plant; however, the condenser water pump replacement and a new prefabricated equipment module to store variable frequency drives for equipment control will be in the cooling tower yard.

Reasons for Exemption
Class 1 allows for the rehabilitation of deteriorated or damaged facilities to meet current standards of public health and safety, that involve negligible or no expansion of use. The project area is within the National Register eligible Porterville State Hospital Historic District, however the only improvement that would be visible with the potential to affect the historic district is the introduction of a new modular building to house equipment within the cooling tower equipment yard. A review of the project drawings and specifications, conducted by a qualified Preservation Architect, determined that the new modular building could be removed in the future, will support the original function of the Boiler Plant, and will not significantly affect the integrity of the Porterville State Hospital Historic District. Therefore, no exceptions to this exemption apply.
