The City of San Marcos intends to adopt a Mitigated Negative Declaration (ND 21-003) for the project. The applicant is requesting approval of a Conditional Use Permit to construct an automotive fueling station consisting of a 5,462 square foot fuel pump canopy, 4,083 square foot convenience store with 712 square feet of storage space, and a 2,134 square foot automated car wash. The applicant is also requesting approval of a variance to allow for a zone boundary encroachment onto Borden Road.
With Twin Oaks Valley Road providing access, site improvements would include 25 parking spaces, vacuum stations serving the nine parking spaces on the south side of the car wash, a trash enclosure, a bicycle rack area, and a 2,303-sf biofiltration basin along the southern (downslope) project site boundary. The car wash anticipates operating between the hours of 8:00 a.m. to 7:00 p.m. seven days a week.
