Document Description
The Sierra Nevada Conservancy would provide funding for fuel reduction and thinning treatments, including hand thinning, mastication, and lop and scatter treatments, on at least 1,266 acres of federal land within the Tahoe National Forest. The treatment areas contain stands of beetle-killed trees intermixed with live trees that are highly susceptible to further beetle infestations and pose a severe fire hazard to the community of Michigan Bluff. The primary goals of the fuel reduction treatments are to reduce fuel loads around communities, improve forest health and resilience, and provide safer ingress and egress on existing roads for the public and emergency personnel in the event of wildfire.

Reasons for Exemption
CEQA does not apply to prescribed fire, thinning, or fuel reduction projects undertaken on federal lands to reduce the risk of high-severity wildfire that have been reviewed under the NEPA if the primary role of a state or local agency is providing funding or staffing for those projects. The Sierra Nevada Conservancy would provide funding for fuels reduction treatments on at least 1,266 acres of federal land within the Tahoe National Forest. The proposed activities were reviewed in their entirety under NEPA in the Michigan Bluff Community Protection Project Decision Memo signed in October 2019 by the U.S. Forest Service.
