Reasons for Exemption
The Bureau has determined that there are no significant environmental effects within the jurisdiction of the Bureau which require a separate finding on the part of the Bureau. A "significant effect on the environment" is defined in CEQA as a "substantial, or potentially substantial, adverse change in the environment." (Pub. Resources Code, § 21068.) A Project qualifies for the Class 1 (Existing Facilities) categorical exemption if it satisfies the standards of CEQA Guidelines section 15301 and does not otherwise have a significant effect on the environment. As documented in the supporting materials supplied by the applicant, the project falls squarely within the requirements for the Class 1 categorical exemption as demonstrated by substantial evidence. The Bureau has concluded that it can be seen with certainty that no significant effects would result and the project is not, therefore, subject to further CEQA review.
