Document Description
State Housing Element Law (Government Code Section 65580 et seq.) mandates that local governments plan to meet the existing and projected housing needs of all economic segments of the community. The Housing Element is one of the eight mandated elements of the General Plan and is the only element for which State law establishes a mandated schedule for updating and adopting the element. The purpose of the Housing Element is to: • identify the City of Sacramento's housing needs; • state the City's goals and objectives with regard to housing production, rehabilitation, and conservation to meet those needs; and • define the policies and programs that the City will implement to achieve the stated goals and objectives. The Housing Element meets State requirements and serves as the City's eight-year housing strategy. The planning period for the Housing Element is May 15, 2021 to May 15, 2029. It analyzes Sacramento's housing needs, current housing conditions, and the capacity of residential land available to meet future housing needs. The Housing Element is intended to address the housing crisis in Sacramento through a number of goals, policies, and programs that focus on expanding the housing stock and offering a wider range of housing choices for everyone in the City. Organized under eight housing goals, the Housing Element confirms and documents the City's commitment to provide opportunities for a variety of housing types at all levels of affordability to meet the current and future needs of all residents.
