Reasons for Exemption
The exempt status of the Project is provided through Sections 15061(b)(3), 15301, 15303, and 15311, which provide that: (1) CEQA only applies to projects that have the potential for causing a significant effect on the environment, and, as such, an activity is not subject to CEQA where it can be seen that there is no possibility that the activity in question may have a significant effect on the environment; (2) projects are exempt from CEQA if they involve the construction and location of a limited number of new, small facilities or structures; (3) projects involving the alteration of existing structures are exempt from CEQA; and (4) projects are exempt from CEQA if they involve construction or placement of minor structures accessory to, or appurtenant to, existing institutional facilities. The Project involves minor alterations to the Property. The Property is not located in an area of statewide, regional, or area-wide concern identified in CEQA Guidelines Section 15206(b)(4). The Project is not subject to any of the exceptions to exemption set forth in CEQA Guidelines section 15300.2. The Project will not cause a substantial adverse change in the significance of a historical resource. The Project will not involve the use of significant amounts of hazardous substances.
