Reasons for Exemption
The Modoc St. and Second St. Pavement Rehabilitation Project (resurfacing treatment of an existing roadway) qualifies for the Categorical Exemption, Class 1(c) – Existing Facilities from the California Environmental Quality Act (CEQA) as it is rehabilitating existing roadways that show signs of distress due to poor drainage and continual vehicle loadings garbage and other commercial trucks and buses traveling over this section of road. The condition of the existing road is severe, the existing width is only thirty feet. The project does not alter nor change any existing/historical drainage patterns, however there are existing culvert pipes that have been damage and will be replaced. All culverts will be replaced within the existing footprint. All roadways are single lanes in each direction (two-lane roads). No expansion will occur of existing facilities.
