Document Description
To construct a new 3,200-foot long, 10-foot wide multi-use paved trail with user amenities including trail signs, approximately 200 feet of rail fence and landscaping; to construct a ditch drainage basin approximately 20 feet wide by 100 feet long; and to install a 24-inch diameter corrugated metal drainage pipe approximately 46 feet long with riprap at pipe outfall. The drainage pipe will drain runoff from the proposed drainage basin onto the Sacramento River main channel. All within the Sacramento River Designated Floodway (DF). The trail project also includes construction of a drainage ditch with riprap at ditch outfall, which will drain runoff onto the Sacramento River from a proposed parking lot to be constructed outside the DF by the easterly end of the trail.

Reasons for Exemption
Board staff has determined the project is exempt from CEQA under the Class 3, New Construction or Conversion of Small Structures; Class 4, Minor Alterations to Land; and Class 11, Accessory Structures categorical exemptions (CEQA Guidelines §§ 15303, 15304 and 15311), because the proposed activity consists of the construction and installation of small facilities, structures, and equipment. In addition, the activity consists of minor public alterations in the condition of the land and the construction of a small parking lot. Further, none of the exceptions to the exemption in CEQA Guidelines § 15300.2 apply. Please note, the signed NOE is not attached.
