Document Description
The proposed Project will consist of installing approximately 11,000 feet of new main water pipelines to replace various existing main pipelines within the Upper Zone and the Mountain Sub-Zone B pressure zone service areas. Additionally, existing service laterals and fire hydrants will be replaced along the new waterline alignments. Once the new mains and service laterals have been installed. the existing mains and service laterals will be abandoned in place. The Mountain Sub-Zone B Elimination component of the proposed Project will consist of converting the sub-zone area and part of the Mountain pressure zone to the College/Palm pressure zone by removing an existing pump station that maintains pressure to the sub-zone and Installing new pressure reducing valves at approximately 70 residences where the pressure will exceed 80 pounds per square inch (psi). The disturbance limits for these facilities will be restricted to existing disturbed road rights-of-way and the yards of residential homes.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed project is the installation of replacement water mains, fire hydrants, service laterals and pressure reducing valves within the northwest portion of the City. The installation and use of these replacement facilities will enhance the water delivery services to a residentially developed portion of the City. This project has been determined to have no potential to cause significant adverse effects on the environment and will ensure that adequate water can continue to be supplied to the various residential areas in this portion of the City. Categorical Exemption Class 2 exempts "replacement or reconstruction of existing structures and facilities where the new structures will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced ...(c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. " The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project The proposed project has been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 2 Exemption.
