Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement (EPIMS-ORA-17307-R5), pursuant to Fish and Game Code section 1602, to the project Applicant, City of Mission Viejo as represented by Mark Chagnon. The Lower Curtis Park Project is limited to earthwork and related activities to build a minimum of four regulation (320-foot) baseball fields, as well as habitat improvement activities at the mitigation site. The City of Mission Viejo will import approximately 760,000 cubic yards of soil from freeway improvement projects currently underway to the existing 40.26-gross-acre vacant site at Robert A. Curtis Park. The site will require approximately 187,000 cubic yards of cut and remedial grading which will be incorporated into the grading of the pad site. Drainage A and Drainage B, located within the project site, will be replaced with storm drains and filled with soil. Drainage A will then flow into a basin and Drainage B will flow into an energy dissipator before both flow into Trabuco Creek. Largescale remedial grading within the proposed park site will be conducted to construct water quality basins within areas subject to stabilization. After grading is completed, semi-permanent sediment traps and desilting basins will be placed throughout the site to capture surface water and trap soil sediment on site. A bio-retention basin will be constructed east of the project site to collect surface water runoff.
