Notice of Exemption for the W-101016 Phillips 66 Easement Project, pursuant to CEQA Section 15301, Class 1 (Existing Facilities) and Section 15303, Class 3 (New Construction or Conversion of Small Structures).
The scope of this project involves the construction of a 250 foot, 24-inch connection between a 36-inch steel pipe in LADWP's 320-foot Service Zone and a 24-inch ductile iron pipe in the Harbor Recycled Water System. The project will require a back-flow prevention assembly and a pressure regulator station.

Reasons for Exemption
In accordance with the California Environmental Quality Act, the construction of a potable water backup pipeline supply to an existing recycled water pipeline is categorically exempt pursuant to CEQA Guidelines Section 15301, Class 1 and Section 15303, Class 3. Exemptions under Section 15301, Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Exemptions under Section 15303, Class 3 consists of construction and location of limited numbers of new, small facilities or structures, installation of small new equipment and facilities in small structures, and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The proposal for the construction of a recycled water pipeline meets the requirements of the exemption; therefore, no further CEQA review is required.
