Frontier Communications is proposing various improvements within Caltrans' right-of-way west of the southbound lane of State Route 299 in Modoc County at post mile 2.59. The proposed improvements include replacing the existing pole that is 25 feet tall with a new pole that is 30 feet tall and includes a new power transformer; installing a new stub pole that is 10 feet tall; installing two 8-foot-long guard arms that connect to the new stub pole to the new class 4 pole; installing onto guard arms an H-frame mounted X-T,H-frame mounted Nokia unit, and an H-frame mounted power meter; installing a new concrete pad that is 4 feet wide by 6 feet long between the new class 4 pole and the new stub pole; and installing a hand hole that is 2 feet wide and 3 feet long. To provide a power supply, a trench measuring approximately 66 inches deep, 36 inches wide, and 24 inches long would be placed into the trench and one fiver cable and one fiber drop would be placed into the conduit. The trench would then be backfilled with soil.

Caltrans determined that the project is categorically exempt in accordance with Section 15303 (New Construction or Conversion of Small Structures) Class 3-Construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project would not have a significant effect on the environment.
