Description of nature, purpose, and beneficiaries of Project: The South Campus Building E project (Design Plan 22-05) was approved for the construction of a 200,000 square foot speculative warehouse on 13.68 acres zoned Business Park as specified in the March Business Center Specific Plan (SP-1, A8). Building height was approved up to 48-feet at top of parapet. The site is planned to accommodate parking for 205 passenger cars, which would include carpool, electric vehicle and accessible stalls and 11 bike parking loops. The truck court is to be located along the east elevation and will include 31 dock high doors and 82 truck trailer parking stalls. The truck court would be completely screened from Caroline Way by a 12-foot-tall Meridian theme screen wall. Additionally, the west parking area will be screened by a 10-foot-tall Meridian theme screen wall from Barton Street. Access is proposed off Gless Ranch Road (passenger cars only) and Caroline Way (truck and passenger cars). There will be no access off Barton Street.

Reasons for Exemption
Reason why project was exempt: The approval of the design plan is exempt from environmental review pursuant to State CEQA Guidelines Section 15268 (a) for Ministerial Projects. The project was previously analyzed under the Subsequent Environmental Impact Report for the Meridian South Campus Specific Plan and Village West Drive Extension Project (SCH #2020059028). The Project underwent a Ministerial Review process and was found consistent with the development standards under the March Business Center Specific Plan (SP-1, Amendment No. 8), the March Business Center Design Guidelines, and the adopted Mitigation Measures for the Meridian South Campus Specific Plan and Village West Drive Extension SEIR (SCH 2020059028). All services and access to the site is made available through the Specific Plan (SP-1, A8). The determination that the Design Plan was consistent involved no discretionary judgement by the March Business Center Implementation Committee and involved only the use of fixed and objective standards rather than subjective decision making.
