Golden State is conducting a one-year 2020 groundwater substitution transfer. Golden State will pump up to an additional 2,500 acre-feet of groundwater from July through October 2020 to substitute for reduced deliveries of surface water under its pre-1914 water right. With a 13 percent stream flow depletion, up to 2,175 acre-feet of the forgone surface water will enter the Sacramento-San Joaquin Delta (Delta). After Delta carriage water, DWR will export the water through State Water Project Banks Pumping Plant and deliver to DRWD, ACWD, KC and KCWA during summer and fall 2020.
