Document Description
The City of Millbrae (City) is proposing to construct a new recreation center at 477 Lincoln Circle. The former Millbrae Community Center was located at the same location until it burned down in 2016 . The new Recreation Center would be constructed in the same location as the former Community Center. The Recreation Center building would be two stories in height, and approximately 25,900 square feet in size. The Recreation Center would include spaces for the following: two classrooms; two conference rooms; an entry/lobby area; a community lounge; a senior lounge; a preschool classroom ; art classroom; game room ; fitness studio; consultation room; staff and support space; and a large community assembly room . Additionally, the community room and kitchen would include an extended outdoor space with an events terrace and barbeque area that would lead into Central Park. In total, the proposed project would include approximately 125 parking spaces. The existing parking lot in the northwest corner of the project site would be expanded from 55 to 78 spaces, allowed in part by removal of a tennis court, reconfigured and restriped to provide an additional 23 spaces. A drop off zone would be provided along the western side of the Recreation Center. Additionally, Laurel Avenue on the southern portion of the site would be connected to the southern parking lot, where 47 parking spaces would be provided and opened for public use.

Reasons for Exemption
The proposed project is consistent with the applicable general plan designation and all applicable general plan policies as well as with the applicable zoning designation and regulations , the project site is less than 5 acres and is substantially surrounded by urban uses, the project site has no value as habitat for endangered, rare , or threatened species, there would be no significant impacts relating to traffic, noise, air quality, or water quality, and the project site would be able to be adequately served by all required utilities and public services. None of the exceptions identified in CEQA Guidelines Section 15300.2 would apply to the proposed project.
