City of Hayward Planning staff has reviewed the project materials and determined that the Project is eligible to be processed pursuant to Government Code Section 65913.4 (known as SB 35) and is therefore subject to the streamlined ministerial approval provided by Government Code Section 65913.4(b) and (c). The Project is therefore a ministerial project that is statutorily exempt from CEQA pursuant to Public Resources Code Section 21080(b)(1 ).
