Document Description
The project proposes approximately 480 acres of reforestation in areas of National Forest that have burned at high-severity twice in recent past. Reforestation activities will occur on a small portion of a much larger area that has been type-converted. Trees will be planted at low density to reduce the risk of future high-severity wildfire, and release· of trees from competing vegetation will be manual and increase tree survival and growth rate. The objective of the project is to reestablish forests in areas where the habitat type has been converted from mixed-conifer forests to shrubland by stand-replacing wildfires.

Reasons for Exemption
An Environmental Review Report was completed for reforestation planned for Federally owned public lands concluding that project implementation as designed would have less than significant impact in each resource area. Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The area of land that is proposed to be reforested is less than one percent of the 2019 Walker fire area, and far less than the area that has burned at high-severity in the same watershed in recent past. No healthy, mature, scenic trees will be removed as part of this project.
