Reasons for Exemption
The Project involves the purchase of real property, and will not include any construction or changes of any type to the real property. CEQA Guidelines Section 15004(b) authorizes the Sierra Joint Community College District to enter into land acquisition agreements without undertaking CEQA review if future use is conditioned upon CEQA compliance. Further, because it can be seen with certainty that there is no possibility that the Project will have an effect on the environment. the Project is exempt under the "common sense" exemption. (Cal. Code Regs .. tit. 14, § 15061 (b)(3).)
