The bridge is a vital link to inter-regional commercial and recreational waterway traffic and is a primary roadway corridor connecting 1-5 to the Bay Area. This project is needed to avoid the failure or threat of failure to the transportation system and to prevent or mitigate the loss or impairment of life, health, property, and essential public services.
