This Notice of Exemption is being filed for the purpose of providing notice required by Public Resources Code Section 21080.27, subd. (c). The project is the new construction and lease of a temporary homeless shelter on one of the four lots that make up the Van Nuys Train Station parking lot, a developed and improved parcel. The project will be located on the easterly lot that will operate for up to 3 years and will provide emergency shelter, hygiene, storage, food services and case management to homeless individuals. The nature of this project is to serve the local homeless community within the vicinity of the project. The purpose of the project is to provide emergency shelter for the homeless to help bridge their transition from living on the streets to finding services and, ultimately, living in transitional and/or permanent housing. The proposed project is exempt from CEQA via a statutory exemption. The proposed project will consist of a temporary change in use from a train station surface parking lot to a temporary 30,000 sf Bridge Housing emergency homeless shelter. The site property is located on a portion of 7724 Van Nuys Blvd., Van Nuys, CA 91491, as shown in Figure 1 - Project Site Location. The Van Nuys Train Station parking lot parcel is approximately 3.25 acres. The project site is one (1) lot approximately 45,963-square feet (sf) on a portion of Assessor Parcel Number (APN) 2215-001-912 that is currently used as an existing surface parking lot. The Department of Transportation (City)-owned lot will be leased by the City and operated by the City through Los Angeles Homeless Services Authority or another vendor. It is located in the City of Los Angeles Council District 02 in the Van Nuys Community Plan Area. The project site is 1.4 miles east of the 1-405. The project design includes a total of approximately 30,000-sf; up to a 10,800-sf tent structure with approximately 100 beds, an approximately 1,080-sf hygiene trailer, an approximately 960 sf administration/intake trailer, a repose garden, bin storage area, waste and recycling area, an approximately 3,500-sf of elevated deck with stairs and ramps, an approximately 680-sf outdoor pet area and general open space that would serve the local homeless community. Up to five trees will be removed. Up to 75 parking spaces will be removed. New utilities including water, electrical and sewer lines will be added and 1, 100-linear-feet of onsite fencing are also included in the project. Standard conditions, including a construction management plan incorporated into the project design, will apply. Project beneficiaries include the homeless community, the public and local businesses. (Please see the attached narrative for more details.) On December 10, 2019, the City Council determined this action was exempt from CEQA and approved the project.
