Document Description
To construct the following components of the Sacramento Municipal Utility District (SMUD) Evergreen Royal Oaks Feeder Extension Project. 1) authorizing three (3) existing wood poles situated within 15 feet of the landside levee toe (identified as poles 1, 2, and 3); 2) removing four (4) existing wood poles (identified as poles 4, 5, 6, and 7) and replacing pole #7 with one (1) 74 feet tall steel pole and replacing poles #5 and #6 with two (2) 90 feet tall steel poles. Pole #4 which was found to be in potential conflict with the future construction of improvements under the American River Flood Control Project (ARCF16) will be removed but not replaced. The line will be strung directly from existing pole #3 to new pole #5; 3) installing a new 74 feet tall steel pole (identified as pole #8) within 15 feet of the levee toe located 175 feet inline with Pole #7; 4) reconducting the entire overhead line; and 5) installing approximately 1,375 feet of two (2) 6-inch-diameter underground conduits in trenches encasing 12 kV electrical lines and three (3) 4x6x3.5-feet concrete pull boxes (identified as pull boxes 9, 10, and 11) from the new Pole #8, parallel to the landside levee toe of the American River right (north) bank levee.

Reasons for Exemption
Board staff has determined the project is exempt from CEQA under the Class 2, Replacement or Reconstruction, and Class 3, New Construction or Conversion of Small Structures categorical exemptions (CEQA Guidelines §15302 and §15303, respectively), because the activity consists of the removal and replacement of existing utility poles and overhead power lines, and the construction of a limited number of underground utilities and accessory utility equipment. In addition, the project qualifies under the Class 1, Existing Facilities categorical exemption (CEQA Guidelines §15301), for the permitting/authorization of three existing poles. Further, none of the exceptions to the exemption in CEQA Guidelines Section 15300.2 apply. Please note, the signed NOE is not attached.
