Document Description
Responses to comments received on the Draft EIR for the AVEP Solar Project. AVEP Solar Project by Chaparral Solar, LLC and Rabbitbrush Solar, LLC is requesting approval of two proposed photovoltaic electrical generating facilities with capacity to generate a combined total of approximately 250 megawatts (MW) of renewable energy and 2,000 megawatt-hours (MWh) of energy storage systems. The proposed project is situated on approximately 1,406 acres of privately owned land in three (3) separate County Zone Maps of unincorporated Kern County. Implementation of the project as proposed would include: a) three (3) Specific Plan Amendments to the Willow Springs Specific Plan; b) three (3) Zoning Classification Changes; c) three (3) Conditional Use Permits to allow for the construction of a solar photovoltaic electrical generating facility within the A (Exclusive Agriculture) zone district; d) two (2) Conditional Use Permits to allow for the construction and operation of a communication tower in an A zone district; e) two (2) requests for non-summary vacation of public access easements within each solar facility project site; and f) three (3) Specific Plan Amendment to the Circulation Element of the Willow Springs Specific Plan to remove section and mid-section line road reservations within each solar facility project site.
