The project involves demolishing an existing 4,992-square foot cardiac rehabilitation building and 112-space surface parking lot on the northwest corner of the eastern campus entrance and constructing a new 34,946-square foot emergency department a four-vehicle ambulance loading area, and a 12-space patient parking lot in their place; re-purposing an existing 13,800-square foot emergency department to general hospital uses; removing existing landscaping, including trees, and underground propane tanks at the southwest corner of the eastern campus entrance to construct a new 8,500-square foot urgent care building; relocating existing utility lines on-site to meet current requirements; and improving the public sidewalk along West Buena Vista Street and installing new trees and landscaping,

Reasons for Exemption
The project would "right size" existing facilities lo meet current demand by providing a new emergency department and urgent care facility while re-purposing the existing emergency department to general hospital use. The proposed improvements would be limited to meeting current demands and would not expand hospital services beyond existing conditions or accommodate additional patients or beds than currently served at the existing emergency department The new buildings would also meet current seismic safety requirements. The proposed utility improvements on-site would better serve the new buildings and meet current utility requirements, No expansion of utility capacities is proposed.
