Reasons for Exemption
The project is the installation of five monitoring wells located in Kings and Fresno counties. The installation of the wens would allow the Westlands Water District (District) to monitor and develop information regarding groundwater conditions throughout the District's boundaries. Since the project is basic data collection and research for information gathering purposes and thus is categorically exempt under Section 15306 - Information Collection. In addition, the project is also categorically exempt under Section 15303 - New Construction as it is a small groundwater monitoring facility and under Section 15304 - Minor Alterations to Land as the installation of the well will not disturb a large area, approximately 100x100 feet.
