- The project is the adoption of the El Cajon Climate Action Plan (CAP), a comprehensive plan outlining eight strategies: 1) Increase the use of Zero Emission/Alternative Fuel Vehicles; 2) Reduce Fuel Use; 3) Reduce Vehicle Miles Traveled; 4) Increase Building Energy Efficiency; 5) Increase renewable and zero carbon energy; 6) Increase water efficiency; 7) Reduce and Recycle Solid Waste; and 8) Carbon sequestration. The project included Environmental Impact Report (EIR) No. 91 , a program EIR that was prepared for the project to analyze any potential environmental impacts. The EIR concluded that there were no potentially significant impacts from the adoption of the Climate Action Plan.
