Document Description
The California Department of Fish and Wildlife has executed Stream bed Alteration Agreement number 1600-2018-0292-RS, pursuant to Section 1602 of the Fish and Game Code to Ramona Municipal Water District. Project activities Include stabilization of an existing pipeline easement/access road to prevent erosion from undermining two parallel water lines - one above ground pipeline and another subsurface pipeline. The project will require the import of rock to reconstruct the eroded slope and stabilize the access road. The existing Poway Pump Station will be used as a staging area and materials storage area. A track-wheeled excavator will transport materials to and from the work site along the existing access road and right-of-way, Geotextile fabric will be used to line the excavated area which will then be back filled with light-class rock using Caltrans Method A, which requires individual placement of rocks. The limits of the repair activity and placement of rock would extend beyond the immediate scoured area to protect the area from future scour damage.

Reasons for Exemption
This project would occur within the same alignment as the existing pipelines, within the existing 40-foot-wide easement currently used to maintain the existing pipelines, and directly adjacent to the existing pipelines within a heavily eroded and disturbed area. The project will not expand the capacities of the existing pipelines or access road. The project is needed only to maintain the reliability of the existing pipelines and to ensure that the pipelines can continue to service the existing service area into the future.
