Document Description
The proposed project is a Right of Entry License Agreement (ROELA) to RIDA Chula Vista, LLC (Licensee) to enter certain property located in the city of Chula Vista, California .. The area proposed for use under this ROELA would qe used by the Licensee and their authorized agent(s) and contractors(s) for the purpose of on-site soil vapor investigation, as well as ingress and egress in support of those activities. No new development, construe/ion, or increase in the size pf the area is proposed or authorized as part of the ROELA. It is anticipated that the ROELA would have a total term of approximately one month, or upon completion of the work, whichever occurs earlier. The ROELA may be terminated by the District as a matter of right and without cause at any time upon providing forty-eight (48) hours' notice in writing to the Licensee of such termination.

The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15304 (Minor Alterations to Land) and 15306 (Information Collection) and Sections 3.d.(6) and/or 3.f. of the District's Guidelines for Compliance with CEQA because it is an on-site soil vapor investigation that would result in no permanent effects on the environment, and would not involve the removal of mature, scenic trees, and it is for the purpose of basic data collection/research/experimental management/resource evaluation activities which would not result in serious or major disturbance to an environmental resource. Sections 3.d. and 3.f. of the District's CEQA Guidelines. Note: See NOE for details
