Document Description
The project proponent is requesting: (a) a Franchise Agreement with the County of Kern to facilitate the construction, and operation of an up to 3,500 acres 600 MW solar facility. The project would be supported by a 230-kV overhead/underground transmission corridor. The transmission line would generally be aligned from the north/south and then east/west where it ultimately would be connected to the existing privately-owned Westwind Substation in the first phase of the project and then to the SCE Whirlwind Substation in subsequent phases of the project. The project's permanent facilities would include up to 2 million solar panels, service roads, security fencing, a power collection system, battery storage, communication cables, overhead and underground transmission lines, electrical switchyards, a substation, and an operations and maintenance facility.
