- CEQA requires the City to establish objective, criteria, and procedures for the evaluation of project, and the preparation of environmental impacts reports and negative declarations. The city has adopted EGMC Chapter 20.01, which adopts the State's CEQA Guidelines (by reference) as the City's overall objective and procedures. EGMC Section 20.01.020 provides that the City Council shall, by resolution, adopt subsequent procedures necessary to carry out the Chapter.
