City of Elk Grove General Plan Amendments and Update of Vehicle Miles Traveled Standards

PROJECT DESCRIPTION: The proposed Project involves a series of amendments to the City’s General Plan, including: • Creation of the Livable Employment Area (LEA) Community Plan. • Revisions to the South and West Study Areas in the General Plan. The South Study Area is revised to incorporate changes from the LEA Community Plan. The West Study Area is revised to better describe the range of uses anticipated for that area and align the area with future housing needs based upon staff’s experience with the 2021 Housing Element Update. • Incorporation of the Grant Line Road Precise Plan into the Rural Area Community Plan. • Amendments to update the Vehicle Miles Traveled thresholds and associated updates to the City’s Transportation Analysis Guidelines. • Amendments to adopted General Plan Mitigation Measures MM 5.5.1a and 5.5.1b relative to cultural and historic resources. These changes implement the outcomes of the Kammerer Road Urban Design Study, which the City Council reviewed in February 2021 and directed to be implemented through amendments to the City’s General Plan. Note, the Project initially also included other land use plan revisions to the General Plan, principally in the Old Town area. These revisions were removed from the Project by the Planning Commission during their review.
