Document Description
The San Diego Regional Water quality Control Board is issuing a Clean Water Act Section 401 water quality certification (Cert. No. R9-2019-0060) to the project applicant. The applicant proposes to excavate a trench to support the installation of a buried water pipeline through Descanso Creek stream channel as part of the infrastructure for a new iron/manganese treatment facility to address compliance with drinking water standards, improve overall drinking water quality, and address water pressure deficiencies within the distribution system. Temporary impacts will be
restored to pre-project contours and re-vegetated with native species.
