Document Description
CDFW has executed lake and streambed alteration agreement no. 1600-2016-0362-R3, pursuant to section 1602 of the fish and game code to the city of Watsonville as represented by Charles Montonya.
Alum and sodium aluminate application is being implemented as a restorative method to inactive phosphorus, which has produced toxic cyanobacteria within Pinto Lake's water column. Toxic cyanobacteria have caused wildlife fatalities as well as the closure of Pinto Lake.

Section 15307 allows actions taken by regulatory agencies to assure the maintenance, restoration, or enhancement of a natural resource where the regulatory process involves procedures for protection of the environment. The city of Watsonville acts as a regulatory agency as it adopted ordinance 775-88 (C-M) to establish rules and regulations for the use and conduct in Pinto Lake, which include permitted and prohibited acts to help maintain and protect the lake while providing recreational opportunities. The project serves to improve the water quality of Pinto Lake, consistent of the Pajaro River Watershed TMDL standards.
