The project is a specific plan that would permit development potential of up to 3,698 residential units and about 4.6 million sf of nonresidential land uses in the community of West Carson. The specific plan would designate the following eleven zoning district for the project site: West Carson Residential 1 zone. West Carson residential 3 zone, West Carson residential 4 zone, residential planned development, neighborhood commercial, unlimited commercial, industrial flex, harbor-UCLA medical zone, mixed use 1 zone, mixed use 2 zone, and public zone. The specific plan includes 200,000 sf of new research space for biomedical research at the Harbor-UCLA campus. The specific plan would support a new Biotech Park at the western edge of Harbor-UCLA Medical Center through a public/private partnership to develop an additional 250,000 sf of biotech park space. Industrial flex zoning districts preserve existing employment uses while simultaneously allowing for nonindustrial uses, where appropriate. The specific plan includes one industrial flex district along Vermont Ave just south of West Carson St. Employment generators here are widely varied and include music production and metal fabrication facilities, silk-screening and embroidered apparel, medical supply outlets, and freight-forwarding brokerages.
