Lead Agency Project Title: Final Environmental Impact Report for the Becker and Legacy Wells Abandonment and Remediation Project and Addendum Date Certified: 8/17/2017 (FEIR); 2/28/2020 (Addendum) The proposed permitting activity, the Legacy Wells Abandonment project, includes the permanent re-abandonment of one leaking and one possibly leaking legacy oil wells located in Summerland Oil Field in the intertidal zone offshore Summerland, Santa Barbara County. The intertidal well re-abandonment approach for wells A and B will implement the following key exterior well abandonment procedures: 1) exposing the leaking wellhead, 2) driving steel pipe pile over the well to encapsulate the leaking wellhead, and 3) sealing the well using cement and a welded steel plate. The Final Environmental Impact Report (FEIR) identified a potentially significant impact under air quality even with the implementation of Mitigation Measures AQ-1 and AQ-2 in the FEIR due to pollutant emissions within the South Coast Air Quality Management District (SCAQMD) jurisdiction from barge operations. However, as the permitting activity would not use marine barges and no emissions would occur within the SCAQMD, the permitting activity would not produce the significant and unavoidable impacts identified in the FEIR. The project activity being permitted by the California Geologic Energy Management Division (CalGEM) is within the scope of the FEIR for the Becker and Legacy Wells Abandonment and Remediation Project and Addendum. CalGEM, as the CEQA Responsible Agency, approved permits for California State Lands Commission to re-abandon the wells listed below, in the Summerland Oil Field in Santa Barbara County.
