Document Description
The Keys Creek Channel is an engineered flood control facility that provides flood protection for the adjacent Lake Rancho Viejo Development Project (LRVDP); however, it was also designated as an 8.5-acre mitigation area for this same project. This dual use of the channel results in conflicting management requirements; the County of SD Public Works is therefore proposing a systematic program for flood control maintenance and habitat management for this part of Keys Creek Channel. The Keys Creek Channel Access and Maintenance Project consists of three parts: 1) one time construction of access ramps to provide safe, permanent access for maintenance and management activities; 2) a tiered flood control maintenance program that implements the removal of the min amount of sediment and/or vegetation removal necessary for adequate flood protection, thereby minimizing effects to biological resources and habitat; and 3) long term management of the channel for sensitive biological resources. Access ramp construction would result in temporary and permanent impacts to sensitive vegetation communities, critical habitat, and jurisdictional resources. Permanent impacts associated with access ramp construction have been previously mitigated for and accepted in the US Army Corps of Engineers permit for the project under section 404 of the Clean Water Act. The channel is a tributary to the San Luis Rey River, located north of the channel's norther terminus.
