Document Description
This Agreement relies on the Notification materials and a desk review without a CDFW site inspection. The project is limited to three encroachment(s) (Table 1) to upgrade failing and undersized stream crossings. Work for these encroachments will include excavation, removal of the existing crossings, replacement with new properly sized crossings, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. Crossing-1 40.9636, -123.7486 Replace existing crossing with a minimum 36-inch diameter by 60-foot-long culvert set at stream grade and aligned with channel. Inlet shall extend 2 feet beyond fill slope and outlet shall extend 3 feet beyond fill slope. Armor inlet and outlet with average 14-inch diameter rock to prevent erosion. Construct critical dip to road-left. Re-cap driving surface with road-base rock for 50 feet to road-right and past critical dip to road-left. Store spoils at least 100 feet from crossing where they are not likely to enter a watercourse and cover with erosion control. Crossing-2 40.9665, -123.7473 Replace existing culvert with a minimum 42-inch diameter by 51-foot-long culvert at -15% grade and aligned with channel. Inlet shall extend 2 feet beyond fill slope and outlet shall extend 3 feet beyond fill slope. Armor inlet and outlet with average 18-inch diameter rock to prevent erosion. Place 7.5 yards of average 18-inch diameter riprap along fill slope from outlet to natural channel. Construct critical dip to road-left. Construct rolling dip 65 feet to road-right. Re-cap driving surface with road-base rock for 70 feet to road right and past critical dip to road-left. Clean out inboard ditch. Crossing-3 40.9698, -123.7474 Replace existing culvert with a minimum 30-inch diameter by 55-foot-long culvert at grade and aligned with channel. There is not enough space for inlet to extend 2 feet, set inlet at current inlet. Outlet shall extend 3 feet beyond fill slope. Armor inlet and outlet with average 12-inch diameter rock to prevent erosion. Construct critical dip to road-left. Construct rolling dip 60 feet to road-right. Re-cap driving surface with road base rock for 60 feet to road-right and past critical dip to road-left. The Notification also discloses the use of a well located at Lat/Long 40.9653, -123.7543. This well is presented as the sole source of water for all water needs on the property. CDFW did not evaluate hydraulic connection of the well to surface water, nor was a hydrogeologic evaluation prepared by a licensed geologist provided for CDFW review. Based on the available resources, the well may be hydraulically connected to streams and/or springs and shall be evaluated for potential impacts from commercial cannabis irrigation use through Humboldt County’s cannabis cultivation permit (PLN-13160-CUP).
