The project is limited to one encroachment. The encroachment is for stream restoration at a failing on-stream reservoir. During the site inspection, CDFW observed an on-stream reservoir previously used for cannabis irrigation that showed signs of a large recent earth movement, including an approximately 100-foot wide earth slump that dropped approximately three feet in elevation at and below the reservoir berm. The Permittee shall submit a stream restoration plan by July 31, 2020 for CDFW review and approval. The stream restoration plan shall include an evaluation prepared by a CA licensed geologist that analyzes slope stability and makes recommendations to stabilize the area and minimize the risk of further instability, erosion, and threats to water quality and aquatic life. CDFW anticipates, at a minimum, that the work will include modification to the reservoir berm to eliminate water impoundment and additional site-specific slope stability and erosion control measures. Work for this encroachment will include excavation, erosion control, rock armoring as necessary to minimize erosion and revegetation with native plants.
