This MND and IS/EA analyzes environmental impacts of proposed water transfer from willing sellers to buyers in the Sacramento Valley help address water shortages. This environmental document includes transfer of Central Valley Project (CVP) water from entities in northern California to participating members of the Tehama-Colusa Canal Authority. The water would be made available for transfer through a combination of cropland idling and groundwater substitution. The transfer could originate in Colusa, Glenn, Sacramento, Shasta, Sutter, Tehama, or Yolo counties. The transfer buyers could be in Colusa, Glenn, Tehama, or Yolo counties.
