Document Description
The California Department of Toxic Substances Control is approving a Removal Action Workplan (RAW) for the approximately 1/2 acre proposed project Site, hereinafter the "Site" or " Project Area" or "Area of Potential Effect" (APE) located on the former Providence Mine property pursuant to Health & Safety Code, Division 20, Chapter 6.8 Section 25356.1 as submitted on August 20, 2013 by the Sierra Streams Institute (SSI) on behalf of Nevada City. The purpose of the RAW is to minimize human exposure primarily to lead in the mine waste (rocks/tailings/soils) on the Site. Protection from other metals that are found in the mine waste including arsenic and cadmium will also be achieved with the lead remediation because the contaminations are co-located. The RAW evaluates removal action alternatives and identifies a preferred removal action based on comparative analysis of alternatives. The preferred removal action alternative selected for the Site is a combined remedy consisting of: shallow soil excavation and removal off-site to address hazardous levels of lead in one area; soil relocation and clean soil cover in other areas; slope stability above a portion of stream bank; and the construction of an approximately 30 foot long Gabion wall near the toe of a landslide with the placement of shotcrete onto the landside scarp to stabilize it. Institutional Controls (ICs), which are non-engineered methods, such as administrative and legal controls, will be used to minimize the potential for human exposure to contamination.
